The new Rulebook on the management of packaging and packaging waste in the Federation of Bosnia and Herzegovina has been published
In accordance with the provisions of the Law on Waste Management in the Federation of Bosnia and Herzegovina, the Federal Ministry on April 10, 2023 adopted a new Rulebook on the Management of Packaging and Packaging Waste in the Federation of Bosnia and Herzegovina. The Rulebook was published in the Official Gazette of the Federation of BiH, number: 27/23. With the entry into force of this rulebook, the Rulebook on packaging and packaging waste management in the Federation of Bosnia and Herzegovina (Official Gazette of the Federation of Bosnia and Herzegovina number: 88/11, 28/13, 8/16, 54/16, 103/16, 84/17 and 85/20).
The rulebook prescribes new, higher goals for recycling and utilization of packaging waste, which will increase from 37% to 45% in the period 2023 - 2027. There is also a significant increase in specific targets for all packaging materials, except for multi-layered ones. Namely, the category "multilayer materials" has been abolished and taxpayers will report this material in the dominant material category: if cardboard dominates - it will be reported under cardboard, if metal dominates - under metal etc. There is also an obligation that 5% of the total prescribed general goal of packaging waste must be separated from municipal waste.
The obligation of cantons and public utility companies to establish separate collection of packaging waste was introduced. The submission of the annual report has been made easier for the system operators, as it will no longer be necessary to collect individual certified and signed reports of system payers who have transferred their obligations to the operator but instead a list of payers will be submitted and the payers are obliged to, except through the operator's information system, to submit reports through the Fund's information system.
